Why will my 95 Escort that has fuel and spark not start?

While giving my 95 Escort a coolant change the car died. After changing the main fuse it will attempt to start but not turn over. With the aid of starter fluid it will start, until the fluid runs out. It has spark, a new fuel filter, and the fuel pump is running fine. At the test point on the fuel rail it does have lots of gas pressure. Could it be a sensor or injector issue?
